Download text file ajax

I have tried creating a Text file using code similar to above however it doesn't seems to work as desire. I have liked the Javascript to create text file on a defined folder location however the filename to contain date as DD-MM-YYYY format. Here is the code I have used which doesn't nothing on IE / Chrome for me.
